It definitely is hard to say. He shows that his mind is there, i'd say it's just his frustration and anger that is shown throughout the entire play (which leads one to think he's insane).
Yes, i think Shakespeare was trying to use the Queen's quote to make the audience understand what is going on. Now as i think about it, it was that exact quote that entirely gives it away. Due to all negative factors in his life, he became insane.
"To be, or not to be--that is the question: Whether 'tis nobler in the mind to suffer The slings and arrows of outrageous fortune Or to take arms against a sea of troubles And by opposing end them. To die, to sleep-- No more--and by a sleep to say we end.." haha can you guess if he's insane or sane now? I believe majority would say insane. He thinks about suicide and after death as if that's the only think on his mind, besides "murdering" (insane) his uncle.
Hamlet is going insane and we are able to jump into his mind and see the play through a 1st person perspective told in a 3rd person narrative structure. What we see is only going on in the mind of Hamlet, and that is what we have to judge as insane by what we (catharsis) experience throughout play.
Considering his character...He's insane :P
